Use SDL3 functions in more locations (#44)
* Use strcasecmp, strncasecmp, strlwr, strupr and itoa from SDL

* Use SDL_GetTicks instead of timeGetTime

* Use MxDSFile::OPEN_READ instead of OF_READ
