* Add release CI workflow

* Rename to Windows

* Remove obsolete checks

* Remove UPLOAD_KEY

* `README.md` updates

* Remove Emscripten

* Disable clang-tidy

* Add -DISLE_DEBUG=OFF

* Only create single release

* Fix `README.md`

* Immutable artifacts
